pulse in analogue out

Is it possible to count the pulses from a water meter and use them to vary the opening of a valve (4-20mA) depending on rate of count, if the pulses increase open the valve more and if the pulses slow down close the valve a bit to maintain a good flow. I am trying to write a program in LD. Cheers
