Easy Soft Lock Out Options

Hello All,

I am working on a project where I will be using pushbuttons to turn on different devices. With this, I only want to be able to turn on any 2 of the 9 items at a time. Would this be done by using a counter relay and if so, what would the ladder logic look like for this?
